Tome of the Moon is acquired through completing the "Lunar Blessings" quest offered by Asta The Lunar Sorceress located in the Eternal City. Being Elemental God of the Divine Star is required to take this quest and use the spells.

*Pulse: Creates an area of dark lunar energy dealing elemental
damage to all valid targets around the caster.
